กระทรวงไอซีที โชว์ศักยภาพประเทศไทย จัดงาน ประชุมรัฐมนตรีอาเซียนด้านโทรคมนาคมและเทคโนโลยีสารสนเทศ ครั้งที่ 14

(The 14th ASEAN Telecommunications and Information Technology Ministers Meeting : ASEAN TELMIN 14)

      รัฐบาลไทย โดยกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) รับหน้าที่เป็นเจ้าภาพจัด “การประชุมรัฐมนตรีอาเซียนด้านโทรคมนาคมและเทคโนโลยีสารสนเทศ ครั้งที่ 14 (The 14th ASEAN Telecommunications and Information Technology Ministers Meeting: ASEAN TELMIN 14)” และการประชุมเจ้าหน้าที่อาวุโสอาเซียนด้านโทรคมนาคมและเทคโนโลยีสารสนเทศ ครั้งที่ 15  (The 15th ASEAN Telecommunications and IT Senior Officials Meetings: TELSOM) ในระหว่างวันที่ 19-23 มกราคม 2558 ณ โรงแรมแชงกรี-ลา กรุงเทพฯ ภายใต้หัวข้อหลัก (Theme) คือ “Transforming ASEAN: Moving Towards Smart Communities” มีวัตถุประสงค์เพื่อส่งเสริม สนับสนุนความร่วมมือ และการพัฒนาด้านเทคโนโลยีสารสนเทศและการสื่อสารในภูมิภาคอาเซียน และสนับสนุนการเป็นประชาคมอาเซียน ทั้งยังเป็นการส่งเสริม และสนับสนุนบทบาทของประเทศไทยในเวทีภูมิภาคอาเซียน และยกระดับขีดความสามารถในการแข่งขันของประเทศไทย เพื่อก้าวสู่การเป็นผู้นำด้านเทคโนโลยีสารสนเทศ และการสื่อสารในภูมิภาคอาเซียน ทั้งนี้ มีคณะรัฐมนตรีและผู้แทนจากกลุ่มประเทศอาเซียน 10 ประเทศ เข้าร่วมการประชุมฯ โดยได้รับเกียรติจาก ฯพณฯ นายกรัฐมนตรี พลเอกประยุทธ์ จันทร์โอชา เป็นประธานพิธีเปิดการประชุมในครั้งนี้

    นายพรชัย รุจิประภา รัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร เปิดเผยว่า การประชุมรัฐมนตรีอาเซียนด้านโทรคมนาคมและเทคโนโลยีสารสนเทศ (ASEAN TELECOMMUNICATIONS AND IT MINISTERS MEETING หรือ ASEAN TELMIN) เป็นการประชุมที่จัดขึ้นเป็นประจำทุกปี เพื่อเป็นการส่งเสริมและพัฒนาความร่วมมือด้านโทรคมนาคมและเทคโนโลยีสารสนเทศระหว่างประเทศสมาชิกอาเซียน 10 ประเทศ รวมถึงระหว่างอาเซียนกับประเทศคู่เจรจา และสหภาพโทรคมนาคมระหว่างประเทศ หรือ ITU โดยครอบคลุมการพัฒนาทั้งด้านโครงสร้างพื้นฐานทางสารสนเทศ การพัฒนาศักยภาพบุคลากร การลดช่องว่างทางดิจิทัล การส่งเสริมนวัตกรรม การกำกับดูแลกิจการโทรคมนาคม เป็นต้น

    ทั้งนี้ ประเทศสมาชิกอาเซียนจะหมุนเวียนเป็นเจ้าภาพเรียงลำดับตามอักษรชื่อประเทศ และครั้งนี้ประเทศไทยจะทำหน้าที่การเป็นเจ้าภาพจัดการประชุม โดยไทยจัดต่อจากประเทศสิงคโปร์ และผู้แทนที่เข้าร่วมการประชุมประกอบด้วย รัฐมนตรีที่กำกับดูแลด้านเทคโนโลยีสารสนเทศและการสื่อสาร เจ้าหน้าที่ระดับอาวุโส และเจ้าหน้าที่ของประเทศสมาชิกอาเซียน 10 ประเทศ ได้แก่ บรูไน ดารุสซาลาม กัมพูชา อินโดนีเซีย ลาว มาเลเซีย เมียนมาร์ ฟิลิปปินส์ สิงคโปร์ ไทยและเวียดนาม และของคู่เจรจา ได้แก่ จีน ญี่ปุ่น สาธารณรัฐเกาหลี อินเดีย สหภาพยุโรป รวมถึงผู้แทนเลขาธิการสหภาพโทรคมนาคมระหว่างประเทศ (ITU) และครั้งนี้เลขาธิการอาเซียนได้ตอบรับที่จะมาร่วมประชุมด้วย รวมจำนวนผู้เข้าร่วมการประชุมประมาณ 300 คน

     นอกเหนือจากการประชุมแล้ว จะมีการประกาศผลรางวัล ASEAN ICT AWARD ด้วย โดยการจัดประกวดรางวัล ASEAN ICT AWARDS ได้จัดต่อเนื่องกันมาเป็นครั้งที่ 3 เพื่อส่งเสริมเรื่องของนวัตกรรม สิ่งประดิษฐ์ด้าน ไอซีที ทั้ง HARDWARE, SOFTWARE และ SERVICE โดยแต่ละประเทศได้คัดเลือกผลงานนวัตกรรมด้านไอซีที และส่งเข้าประกวดและแข่งขันกับประเทศสมาชิกอื่นๆ โดยรางวัลนี้ จะแบ่งเป็น 6 ประเภท คือ PUBLIC SECTOR, PRIVATE SECTOR, DIGITAL CONTENT, CORPORATE SOCIAL RESPONSIBILITY, STARTUP COMPANY และ RESEARCH AND DEVELOPMENT อีกด้วย

     นายพรชัย รุจิประภา กล่าวอีกว่า นอกจากที่ประเทศไทยจะทำหน้าที่การเป็นเจ้าภาพจัดการประชุมแล้ว ยังจะทำหน้าที่ประธานการประชุม โดยประเทศไทยจะเสนอและผลักดันประเด็นการพัฒนาด้านไอซีทีสำหรับภูมิภาคอาเซียนในเรื่องต่างๆ ได้แก่

    การพัฒนาบริการอิเล็กทรอนิกส์ (E-SERVCIES) ทั้งภายในประเทศและระหว่างอาเซียน เพื่อประชาชนอาเซียนและภาคธุรกิจสามารถเข้าถึงและใช้บริการได้อย่างไร้รอยต่อ

    สนับสนุนการทำธุรกรรมทางอิเล็กทรอนิกส์ภายในอาเซียน โดยส่งเสริมผ่านกรอบแนวทางการสนับสนุนและส่งเสริมการทำธุรกรรมที่มีความมั่นคงปลอดภัยในอาเซียน เพื่อเพิ่มความเชื่อมั่นให้กับผู้บริโภคและผู้ใช้บริการ

   ส่งเสริมความร่วมมือเรื่องความมั่นคงปลอดภัยบนอินเทอร์เน็ตระหว่างหน่วยงานที่เกี่ยวข้อง รวมถึงการสร้างความตระหนักรู้ของการใช้สื่อสังคมออนไลน์อย่างเหมาะสม ผ่านการแลกเปลี่ยนแนวทางปฏิบัติที่ดีระหว่างกัน

    พัฒนาการสร้างทักษะความเชี่ยวชาญแรงงานด้านไอซีทีของอาเซียน โดยส่งเสริมการจัดทำมาตรฐานทักษะบุคลากรและยกระดับความเชี่ยวชาญของบุคลากรไอซีที

    การประชุมหารือในครั้งนี้จะนำอาเซียนและประเทศไทยไปสู่เป้าหมายตามแผนแม่บท ASEAN ICT MASTERPLAN 2015 ใน 4 เรื่อง คือ ไอซีทีจะเป็นเครื่องมือหรือกลไกสำคัญที่จะผลักดันการเจริญเติบโตทางเศรษฐกิจให้อาเซียน (ICT AS AN ENGINE FOR GROWTH) และอาเซียนจะกลายเป็นศูนย์กลางทางด้านไอซีทีของโลกแห่งหนึ่ง (GLOBAL ICT HUB) และคุณภาพชีวิตของประชาชนอาเซียนจะได้รับการพัฒนาให้ดียิ่งขึ้น (ENHANCED QUALITY OF LIFE FOR PEOPLES OF ASEAN) ทั้งยังใช้ไอซีทีในการส่งเสริมการรวมตัวกันของอาเซียนให้แน่นแฟ้นขึ้นในอนาคต (CONTRIBUTION TOWARDS ASEAN INTEGRATION)

     นอกจากความร่วมมือระหว่างอาเซียนแล้ว ยังมีความร่วมมือกับประเทศคู่เจรจา ได้แก่ จีน เกาหลี ญี่ปุ่น อินเดีย และสหภาพโทรคมนาคมระหว่างประเทศ (ITU) จะมีส่วนสนับสนุนอาเซียนรวมถึงประเทศไทยด้วยโดยจะให้การสนับสนุนด้านงบประมาณในการดำเนินโครงการของอาเซียน การพัฒนาและอบรมบุคลากรไอซีทีของอาเซียน ถ่ายทอดความรู้และการแลกเปลี่ยนประสบการณ์ระหว่างกัน

      “สำหรับการจัดประชุมครั้งนี้ สิ่งสำคัญที่ได้มีการหารือ คือเรื่องของการจัดทำแผนแม่บท ASEAN ICT MASTERPLAN ฉบับที่ 2 ซึ่งแผนฉบับแรก คือ ASEAN ICT MASTERPLAN 2015 จะสิ้นสุดในปี 2558 นี้ ดังนั้น อาเซียนจะช่วยกันจัดทำแผนแม่บทด้านไอซีที เพื่อรองรับการเข้าสู่ประชาคมอาเซียน หลังปี 2558 และรองรับประเด็นท้าทายที่เป็น  MEGA TREND ไอซีทีใหม่ ๆ เช่น การจัดการข้อมูล (BIG DATA) การคุ้มครองข้อมูลส่วนบุคคล (DATA PRIVACY) และ CLOUD COMPUTING เป็นต้น โดยแผนแม่บทไอซีทีอาเซียนฉบับที่ 2 จะเป็นแนวทางสำหรับประเทศไทยและประเทศสมาชิกอาเซียนในการพัฒนาด้านโทรคมนาคมและเทคโนโลยีสารสนเทศ ซึ่งจะมีการกำหนดยุทธศาสตร์ในระยะ 5 ปีข้างหน้า ซึ่งน่าจะครอบคลุมยุทธศาสตร์ ที่เกี่ยวข้องกับ การเป็น ASEAN SINGLE MARKET การพัฒนาด้านเศรษฐกิจ การพัฒนาบุคลากร นวัตกรรม โครงสร้างพื้นฐานทางสารสนเทศ การรวมกลุ่มของประชาชนอาเซียนโดยใช้ไอซีที  สื่อและเนื้อหาสาระ ( NEW MEDIA และ DIGITAL CONTENT) และความมั่นคงปลอดภัยทางสารสนเทศ เป็นต้น” นายพรชัย รุจิประภา กล่าวสรุปในตอนท้าย

The 14th ASEAN Telecommunications and Information Technology Ministers Meeting: ASEAN TELMIN 14

      Ministry of Information and Communication Technology (ICT), under current administration of the Thai Government, is honored to host “The 14th ASEAN Telecommunications and Information Technology Ministers Meeting: ASEAN TELMIN 14” and The 15th ASEAN Telecommunications and IT Senior Officials Meetings: TELSOM events during 19-23 January 2015 at Shangri-La Hotel, Bangkok, under the theme “Transforming ASEAN: Moving Towards Smart Communities”. The events’ objectives are to promote and support coordination in and development of information (technology) and communication technology in ASEAN region, as well as fostering the existing presence of ASEAN Community whilst providing support in terms of promoting and encouraging the role of Thailand upon ASEAN regional stage and the country’s preparedness for the duty of playing host to the upcoming ministers meetings and conferences so as to enhance Thailand’s competitiveness level in light of its future as a key player and leader in information and communication technology within ASEAN region. These upcoming events, in which will be participated by the ministers in charge and delegates from ASEAN member states, are to be presided over by Prime Minister General Prayuth Chan-ocha.

     Thailand’s Minister of Information and Communication Technology Dr. Pornchai Rujiprapa has revealed that ASEAN Telecommunications and Information Technology Ministers Meeting (ASEAN TELMIN) is scheduled to be held annually to serve as a platform for promoting and developing the cooperation in terms of telecommunications and information technology among the 10 ASEAN member states and between ASEAN and the Dialogue Partner and the International Telecommunication Union (ITU) -- covering a wide array of high-level discussions ranging from IT infrastructure development, human resources development, bridging the digital divide, innovation, to monitoring and supervision of telecommunication enterprises, etc.

       With each ASEAN member state rotating in playing host to the ASEAN TELMIN event annually in alphabetical order, following the previous year’s ASEAN TELMIN member state and host ‘Singapore’, this year marks the occasion upon which ‘Thailand’ will receive the honor and take turn in organizing the Meeting accordingly. There will be a myriad of high-level delegates participating in the aforementioned event, all of who are comprised of the ministers in charge of ICT, senior Telecommunications and IT officials as well as the representative officials from the 10 ASEAN member states, including those from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam, in addition to the ‘dialogue partners’ from the People’s Republic of China, Japan, the Republic of Korea, India, European Union (EU), as well as the Secretariat of the International Telecommunication Union (ITU) and ASEAN Secretariat. Approximately 300 participants are expected to attend the Meeting.

     In addition to the Meeting, there will be the ASEAN ICT Awards ceremony and announcement of the winners in several ICT-related categories. ASEAN ICT Awards has already been organized for three consecutive years with the objectives to promote the matters related to innovation and ICT inventions in terms of hardware, software and service. Each participatory member state is to nominate its own contestants to compete with other member states’ nominees; the competitions must remain in line with ICT innovations and developments. There are six categories in the competition of ASEAN ICT Awards: Public Sector, Private Sector, Digital Content, Corporate Social Responsibility, Startup Company, and Research and Development.

   Dr. Pornchai Rujiprapra has continued that in addition to playing host to this year’s Meeting, Thailand is also scheduled to preside over the meetings during which several topics related to ICT development in ASEAN region are to be discussed as follows:

<!--[if !supportLists]-->-       <!--[endif]-->E-service development: To be implemented both domestically and among ASEAN member states in order to ensure that the member state’s citizens and those in the business sector be given access to exceptional and seamless e-services;

<!--[if !supportLists]-->-       <!--[endif]-->Providing supports for e-transactions within ASEAN Community whereby focus is to be made upon promoting the framework of e-security and e-safety at times of transactions being carried out within ASEAN member states so as to enhance the level of confidence in consumers and e-users;

<!--[if !supportLists]-->-       <!--[endif]-->Providing supports for cooperation in Internet security among agencies and organizations concerned with the matter, including to create awareness of how to properly make use of online social networks through mutually amicable interactions;

<!--[if !supportLists]-->-       <!--[endif]-->Developing and enhancing the required skill sets for ICT tasks within ASEAN Community whereby the skills criteria are to be promoted and ICT personnel’s competency are to be elevated;

       It is to be hoped that, during the meetings, both ASEAN Community and Thailand will be able to attain their goals in accordance with ASEAN ICT Masterplan 2015 particularly in the following topics: ICT as an Engine for Growth, Global ICT Hub, Enhanced Quality of Life for Peoples of ASEAN, and Contribution towards ASEAN integration.

       In addition to the cooperation among ASEAN member states, concerted efforts with the dialogue partner states such as China, South Korea, Japan and India, are to be implemented as well. Meanwhile, the International Telecommunication Union (ITU) will also provide supports for ASEAN member states, including Thailand, in terms of operational budget, ICT personnel training and ICT human resources development, sharing of knowledge and making exchange of experiences.

     “One of the highest priorities to be addressed during this year’s meetings includes the mater of establishing the Second Edition of ASEAN ICT Masterplan.The first edition, i.e. ASEAN ICT Masterplan 2015, will have come to the end this year (2015); therefore, it is natural for ASEAN to make concerted efforts so as to draw up another version of the instrument in light of sustaining and facilitating the process of entering ASEAN Community in the years to come as well as in response to the upcoming ICT-related Mega Trends such as preparation of Big Data, protection of data privacy, cloud computing, etc. The new instrument will be serving as a guideline for Thailand and other ASEAN member states with respect to the topic of ICT development as well; in essence the five-year strategic plan is to be established, which should cover relevant strategies to (ASEAN) becoming ASEAN single market, economic development, human resources development, innovation, IT infrastructure, ICT ASEAN integration, new media and digital content, IT security, etc.,” concluded Dr. Pornchai Rujiprapa.
