สำนักงานประกันสังคม จัดประชุมระหว่างประเทศ ครั้งใหญ่ เสริมสร้างความเข้มแข็งความคุ้มครองทางสังคม แก่ประชาคมอาเซียน (International Conference on Strengthening Social Protection for ASEAN Community)

    สำนักงานประกันสังคม (สปส.) กระทรวงแรงงาน จัดประชุมระหว่างประเทศ เรื่อง การเสริมสร้างความเข้มแข็งความคุ้มครองทางสังคมแก่ประชาคมอาเซียน (International Conference on Strengthening Social Protection for ASEAN Community) ระหว่างวันที่ 8 – 9 กรกฎาคม 2557 ณ โรงแรมเซ็นทารา แกรนด์ แอท เซ็นทรัลพลาซ่า ลาดพร้าว กรุงเทพฯ โดยมีผู้เข้าร่วมประชุมจากผู้แทนขององค์กรด้านความมั่นคงทางสังคมทั้งในประเทศ และต่างประเทศ รวมทั้งสิ้น ประมาณ 350 คน

   ดร. จีรศักดิ์ สุคนธชาติ ปลัดกระทรวงแรงงาน ปฏิบัติหน้าที่รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า จากการที่ประเทศไทยจะเข้าสู่การเป็นประชาคมอาเซียน (ASEAN Community : AC) ในปี พ.ศ. 2558 โดยการเปลี่ยนแปลงดังกล่าวจะนำมาสู่การเปลี่ยนแปลงที่สำคัญหลายประการ โดยเฉพาะด้านการเมืองและความมั่นคง ด้านเศรษฐกิจ และด้านสังคมและวัฒนธรรม นอกจากนี้ ประชาคมอาเซียนมีจุดมุ่งหมายเพื่อสร้างสังคมที่สงบสุข ความเจริญ และประชาชนมีชีวิตความเป็นอยู่ที่ดี และเพื่อให้ประสบผลสำเร็จ แรงงานอาเซียนนับเป็นผู้ที่มีบทบาทสำคัญยิ่งในการสนับสนุนการพัฒนาความสามารถในการแข่งขันทางด้านเศรษฐกิจและสังคมของภูมิภาค ดังนั้น การสนับสนุนแรงงานด้วยการให้ความคุ้มครองทางสังคมที่เข้มแข็งจึงเป็นมาตรการสำคัญที่ช่วยให้บรรลุเป้าหมายสูงสุดของภูมิภาคได้

     สำนักงานประกันสังคม (สปส.)กระทรวงแรงงาน ได้ตระหนักถึงความสำคัญของการเปลี่ยนแปลงดังกล่าว จึงได้จัดการประชุมครั้งนี้ขึ้น โดยคาดหวังให้เวทีการประชุมระหว่างประเทศนี้เป็นเวทีในการแลกเปลี่ยนเรียนรู้มุมมองและประสบการณ์ จากองค์กรด้านความมั่นคงทางสังคมของประเทศสมาชิกอาเซียนถึงผลกระทบของการเป็นประชาคมอาเซียนที่มีต่อระบบความมั่นคงทางสังคมอาเซียน แนวทางการคุ้มครองแรงงานอาเซียน รวมทั้งแลกเปลี่ยนประสบการณ์ในการให้ความคุ้มครองทางสังคมแก่แรงงานจากองค์กรด้านความมั่นคงทางสังคมของภูมิภาคที่มีการรวมตัวหรือเปลี่ยนแปลง ตลอดจนสร้างความตระหนักถึงการเตรียมความพร้อมขององค์กรด้านความมั่นคงทางสังคมของประเทศสมาชิกอาเซียน โดยประเด็นที่จะให้ความสำคัญ ได้แก่ การสร้างฐานความคุ้มครองทางสังคม การขยายความคุ้มครองด้านประกันสังคมสู่แรงงานนอกระบบ ซึ่งนับเป็นแรงงานกลุ่มใหญ่ในภูมิภาค และการให้ความคุ้มครองด้านประกันสังคมแก่ผู้ที่ทำงานหรือพำนักอาศัยในต่างประเทศ โดยอาศัยความร่วมมือระหว่างประเทศเป็นเครื่องมือ

   ดร.จีรศักดิ์ สุคนธชาติ กล่าวต่อไปว่า รูปแบบการประชุมในครั้งนี้ จะเป็นรูปแบบการบรรยายพิเศษ และการอภิปรายกลุ่มในหัวข้อต่างๆ โดยแบ่งออกเป็น 3 หัวข้อสำคัญ ได้แก่ (1) พัฒนาการ และแนวโน้มการให้ความคุ้มครองทางสังคม : จากอดีตสู่อนาคต (2) การให้ความคุ้มครองด้านประกันสังคมแก่แรงงานนอกระบบ และ (3) การให้ความคุ้มครองด้านประกันสังคมแก่พลเมืองของตนในต่างประเทศ

   การประชุมครั้งนี้จะมีผู้เข้าร่วมประชุมประมาณ 350 คน ประกอบด้วย ผู้แทนจากประเทศสมาชิกอาเซียน ประเทศที่มีประสบการณ์ให้ความคุ้มครองประกันสังคมแก่พลเมืองของตนในต่างประเทศ และการขยายความคุ้มครองทางสังคม องค์กรด้านความคุ้มครองทางสังคมหรือความมั่นคงทางสังคมระหว่างประเทศ เช่น องค์การแรงงานระหว่างประเทศ (International Labour Organization: ILO) สมาคมการประกันสังคมระหว่างประเทศ (International Social Security Association: ISSA) สมาคมการประกันสังคมอาเซียน (ASEAN Social Security Association: ASSA) รวมถึงหน่วยงานที่เกี่ยวข้องของประเทศไทย

    ดร.จีรศักดิ์ สุคนธชาติ กล่าวสรุปในตอนท้ายว่า “การจัดเวทีดังกล่าว นับเป็นก้าวสำคัญของการดำเนินงานเชิงรุกของสำนักงานประกันสังคม เพื่อสร้างความเป็นผู้นำด้านประกันสังคมและยกระดับองค์กรสู่ความเป็นสากล รวมถึงเสริมสร้างความสัมพันธ์และความร่วมมืออันดีระหว่างนานาประเทศ

Social Security Office Hosted International Conference on Strengthening Social Protection for ASEAN Community

    Social Security Office (SSO), Ministry of Labour, held International Conference on Strengthening Social Protection for ASEAN Communityon8th – 9thJuly 2014 at Centara Grand at Central Plaza Ladprao Bangkok. The event welcomed approximately 350 representatives from local and international social security organizations.

   Dr.JirasukSugandhajati, Permanent Secretary Acting Minister of Labour, revealed that Thailand’s participation in ASEAN Community (AC) in 2015 would lead to several crucial changes, especially political and security, economic, social and cultural aspects.Considering the expectation of ASEAN Community to build society with peace, prosperity and well – being people, ASEAN workers can be one of the key players to enhance social development and economic competitiveness in the region. Supporting workers with effective strong social protection; therefore, will be a crucial means to fulfill those goals.

     Realizing the importance of these changes, Social Security Office (SSO), Ministry of Labour, hence, held this international conference to be the platform of exchanging knowledge and experiences among social security organizations from ASEAN member countries on ASEAN social security system and guidelines on regional social security protection. Moreover, sharing opinions with experts from international organizations and those experiencing economic and social changes resulting from regional integrationwill be done through an active panel while raising the awareness on preparation for AC among ASEAN countries were also included. The key topics included social protection floor, extension of social security coverage to informal labour who are the majority group in the region and social protection for those living or working abroad. To accomplish these objectives, international cooperation is one of the most important instruments.

  Dr. Jirasukalso informed that the conference was divided into three themes including

  (1) Development and Trend of Social Protection: From Past to Future, (2) Extending Social Security Coverage to Informal Workers and (3) Providing Social Security to Citizens Working or Living Overseas. The platform will be conducted in plenary and panel forum.

 This conference welcomed around 350 participants comprising representatives from ASEAN member countries and countries that have experiences in providing social security to their citizens living/ working overseas or extending social security coverage. Related international organizations such as International Labour Organization (ILO), International Social Security Association (ISSA) and ASEAN Social Security Association (ASSA) and related agencies from Thailand will also join the platform.

   “This conference is the major step of SSO as the proactive performance to become the leader in social security, enhance the organization to meet the international standard, and build strong cooperation and relationship among several countries,” concludedDr. Jirasuk.
